To apply for Tamilnadu SI Selection , a candidate should have completed a degree .
It is noted in the TNUSRB notification, that "The candidate must have obtained the degree on or before the date of notification i.e. 08.02.2015"

Candidates applying for Tamilnadu Sub Inspector Exam should have studied Tamil as a subject in 10th/12th/degree. If not, in case the candidate is selected, he/she should pass Tamil Part II exam conducted by TNPSC with in two years of joining the service.

Dear friend, the previous Sub Inspector Selection batch is still in training and there is no recent news about SI Selection, but about 13000 police constable recruitment is expected soon....so be prepared for both exams all the best !
