"Innuyir Kaappom scheme will operate independently in Tamil Nadu. If the central government relaxes conditions, we will coordinate with them," said Health Minister Subramanian.

  • In Tamil Nadu, the 'Innuyir Kaappom - Nammai Kaakkum 48' scheme has been operational since 2021.

  • Under this scheme, road accident victims are immediately rescued and admitted to nearby government and private hospitals, with the Tamil Nadu government covering medical expenses for the first 48 hours up to a maximum of 2 lakh rupees.

  • Over the past three years, 3.57 lakh people have received free accident injury treatment through this scheme. The government has spent 318.89 crore rupees for this purpose.

  • Meanwhile, the central government has announced that "across the country, medical expenses up to 1.50 lakh rupees will be covered for those involved in road accidents to ensure immediate treatment."

  • However, the central scheme has imposed seven types of restrictions, including case registration within the first 3 hours of the accident. The Tamil Nadu scheme has no such restrictions.

  • Under the state scheme, victims from any state or country receive immediate treatment without any documentation, and most lives are saved. The state government provides 2 lakh rupees for this purpose. If implemented with the central government's conditions, the number of beneficiaries would decrease.

  • Meanwhile, a request will be made to relax the central government's conditions. If the central government relaxes these conditions, which add pressure to those involved in unexpected accidents, the Innuyir Kaappom scheme will coordinate with that program. Until then, it will operate independently.

 Economy (Unit V)

The global sovereign credit rating agency, Morningstar DBRS, upgraded India’s Long-Term Foreign and Local Currency – Issuer Ratings from BBB (low) to BBB with a Stable trend.

  • India’s Short-Term Foreign and Local Currency Issuer Ratings were also upgraded to R-2 (high) from R-2 (middle) with a Stable trend.

  • Key drivers for the upgrade include India’s structural reforms through infrastructure investments, digitalisation etc., all of which facilitated fiscal consolidation (declining debt and deficit) and sustained high growth (clocking an average GDP growth of 8.2% during FY22-25) with macroeconomic stability (stabilised inflation, range bound exchange rate and sound external balance). A resilient banking system featuring well-capitalised banks with a high capital adequacy ratio and a 13-year low non-performing loans was another significant driver for the upgrade.

  • The credit rating may be further upgraded if India continues to implement reforms that raise the investment rate, enhancing medium-term growth prospects. The report also stated that despite the current public debt levels, risks to debt sustainability are limited due to local currency denomination and long maturity structures. Further, continued reforms and a reduction in the public debt-to-GDP ratio could bring further upgrades.

Amid Global Economic Slowdown, India achieved highest ever Exports in Financial Year 2024–25

  • As per the RBI, India's total exports (Merchandise + Services) have reached $824.9 billion in 2024-25 rising by 6.01% from $778.1 billion in 2023–24.

  • This is despite global slowdown triggered by trade disruptions due to Red Sea crisis, Ukraine war, drought in Panama Canal, increase in Non-Tariff Measures, rising energy prices etc.

  • Merchandise Exports: Have marginally increased to US$437.4 billion, from US$437.1 billion in 2023-24.

  • Services Exports: Reached a historic high of US$387.5 billion in 2024–25, up 13.6% from US$341.1 billion in 2023-24.

The Indian government is reviewing the "safe harbour" rule for social media platforms. This rule, under Section 79 of the IT Act, 2000, protects websites (like Facebook or YouTube) from legal action over illegal content posted by users, as long as they quickly remove such content when notified. The rule encourages online innovation by shielding platforms from unfair liability for user-generated posts. However, if a platform ignores illegal content after being alerted, it loses this legal protection. The government is now reconsidering how this rule should apply to ensure accountability while balancing free expression.

India’s Air Defence System (ADS) Successfully Thwarted Attacks on India’s Western Border

India’s ADS, with its Integrated Counter UAS Grid, effectively neutralized threats along the western border using advanced surface-to-air missile systems like S-400 Triumf, Barak 8, and Akash, providing layered defense against drones, aircraft, and missiles.
